Syria's OPCW membership to take effect next month

Sep 14 2013, 5:00pm CDT | by IANS

United Nations, Sep 15 (IANS) Syria has met its obligations in applying for membership in the Organisation for the Prohibition of Chemical Weapons (OPCW), and its membership will take effect Oct 14, a UN spokesperson said Saturday.

United Nations, Sep 15 — Syria has met its obligations in applying for membership in the Organisation for the Prohibition of Chemical Weapons (OPCW), and its membership will take effect Oct 14, a UN spokesperson said Saturday.

UN Secretary-General Ban Ki-moon welcomed Syria's accession to the OPCW after the world body received additional information it had requested from Damascus, Xinhua reported citing a statement from UN spokesperson Martin Nesirky.

UN associate spokesperson Farhan Haq said Friday the Syrian regime was asked to provide additional information after documents were submitted Thursday to join the OPCW, the implementing authority for the chemical weapons convention.

However, details of the information requested were not released.

"The secretary-general, in his capacity of the depositary of the 1992 Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, has received the formal instrument of accession to the convention by the Syrian Arab Republic," the statement said.

"Pursuant to the convention, any state may accede to the convention at any time," it said.

"The convention will enter into force for the Syrian Arab Republic on the 30th day following the date of deposit of this instrument of accession, namely on October 14 2013."

Earlier Saturday, the UN chief welcomed an agreement reached by Russia and the United States on a framework for Syria to destroy all of its chemical weapons, voicing his hope that the deal will pave the way for a political solution to end the "appalling suffering" of the Syrian people.

After three days of intense negotiations, US Secretary of State John Kerry and his Russian counterpart Sergei Lavrov reached agreement Saturday on a framework to secure and destroy Syria's chemical weapons by mid-2014 and impose UN penalties if the Bashar al-Assad government fails to comply.

The Obama administration has argued for weeks that the United States should launch military strikes against Syria for its alleged use of chemical weapons.

After Syria agreed to a Russian proposal to put its chemical weapons under international control, US President Barack Obama asked Congress to delay a vote to allow time for negotiations between Kerry and Lavrov to "bear fruit".

Sep 18 2014 11:55am CDT | Source: Environmental Defense Fund

By Gernot Wagner(This blog originally appeared on EDF Voices) Lauren Frohne/Flickr Looks like the simmering “climate swerve” may come to a boil on September 21 in New York City for what’s billed as the People's Climate March. Bill McKibben called for it in the Rolling Stone magazine. Tens of thousands are slated to respond to his call, ostensibly to channel Franklin D. Roosevelt’s ghost and make world leaders " ...

Measuring Up: How To Assess The Upcoming U.N. Climate Summit

Sep 16 2014 12:15pm CDT | Source: ThinkProgress

CREDIT: flickr/ United Nations Photo The September 23 U.N. climate summit in New York City is not an official U.N. negotiating session but in many ways it is more than that. While the official United Nations Framework Convention on Climate Change (UNFCCC) meetings have the potential to usher in bold treaties, they are also subject to bickering over minutia and watering down of expectations. The extensively hyped Conference of Parties (COP) in Copenhagen in 2009 boiled over ...

Fighting Climate Change Makes Economic Sense; Cities Should Take The Lead, Study Finds

By Alister Doyle and William Schomberg OSLO/LONDON, Sept 16 (Reuters) - Investments to help fight climate change can also spur economic growth, rather than slow it as widely feared, but time is running short for a trillion-dollar shift to transform cities and energy use, an international report said on Tuesday. The study, by former heads of government, business lea ...

California's Drought Requires Individual and Government Responses

Sep 11 2014 11:10am CDT | Source: Politics - The Huffington Post

In February, I wrote about the dire situation in California due to the ongoing drought. Sadly, conditions haven't improved. California continues to experience record drought conditions, with 2014 likely to become the third-driest year on record. This comes on the heels of two dry years. Most reservoirs in the state are at less than half of their maximum capacity. To cope with this, the Santa Clara Valley Water District in February set a countywide targe ...

"Zero emissions is an ambitious but achievable goal." --UN Secretary-General Ban Ki-moon Zero has become the most important number for humanity. Why? Any chance of stabilizing the climate hinges on transitioning to zero greenhouse gas emissions as quickly as humanly possible. Simply slowing the rise of emissions will not work.
